Kosovo tax advice built on experience inside ATK

Our founder worked as a Tax Inspector at the Kosovo Tax Administration (ATK) and then as a Senior Tax and Finance Consultant at EY. We use that experience to keep your filings correct, your positions defensible and your tax costs planned rather than discovered late. One team covers VAT, corporate and personal income tax, audits, disputes and cross-border structures.

Scope

Ten areas of tax work, one accountable team

01

Tax advisory

Clear answers, in writing and in plain language, on how Kosovo tax law applies to a specific transaction, contract or decision. We tell you what the rule says, how ATK is likely to read it and what we recommend.

  • Written opinions on transactions and contracts
  • Tax review of new business lines and pricing
  • Interpretation of laws, administrative instructions and ATK guidance
  • Ongoing advice on a monthly retainer
02

VAT advisory

The standard VAT rate is 18% and the reduced rate is 8%, with registration mandatory once annual turnover exceeds EUR 30,000. We check that every invoice is treated correctly and that your monthly return and payment reach ATK by the 20th of the following month.

  • Registration and deregistration with ATK
  • Rate and exemption analysis for your goods and services
  • Input VAT recovery and reverse charge on imported services
  • VAT for non-resident digital service providers selling to Kosovo consumers
03

Corporate income tax

Corporate income tax in Kosovo is 10% of taxable profit, paid in quarterly advances by 15 April, 15 July, 15 October and 15 January, with the annual return and final payment due by 31 March. We calculate the advances, prepare the annual return and document every adjustment from accounting profit to taxable profit.

  • Quarterly advance payment calculations
  • Annual return and final payment by 31 March
  • Review of non-deductible expenses and allowances
  • Simplified quarterly regime for businesses under EUR 30,000 turnover
04

Personal income tax

Since September 2024, wages at the main employer are taxed at 0% up to EUR 250 a month, 8% from EUR 250.01 to EUR 450 and 10% above EUR 450, while secondary employers withhold a flat 10%. We make sure the right rates are applied and help individuals whose income goes beyond a salary.

  • Withholding checks at main and secondary employers
  • Returns for individuals with business, rental or freelance income
  • Tax position of foreign nationals working in Kosovo
  • Tax treatment of founder and shareholder income
05

Tax health checks

A structured review of your filings, records and positions for the open years, carried out the way an inspector would approach it. You receive a written list of exposures ranked by risk, with the fix and the cost of each.

  • VAT, corporate tax and payroll filings checked against the ledger
  • Testing of invoices, contracts and supporting documents
  • Risk-ranked findings with corrective steps
  • Guidance on correcting past periods through amended returns
06

Tax audits support

When ATK opens an audit, we prepare the file, attend meetings with the inspectors and answer every request in writing. Because our founder worked as an inspector, we know what the audit team will ask for and how your records should be presented.

  • Readiness review before the first meeting
  • Preparation and indexing of documents
  • Attendance at meetings with ATK inspectors
  • Review of the draft audit report and findings
07

Tax dispute support

If you disagree with an assessment, we build the written case: the facts, the law and the evidence. We support you through the appeal within ATK and work alongside your lawyers if the matter goes to court.

  • Analysis of the assessment and the grounds for appeal
  • Drafting of objections and appeals
  • Tracking of every appeal deadline
  • Support for legal counsel in court proceedings
08

Tax planning

Planning means making decisions with the tax effect known in advance: how to structure a group, pay founders, invest or exit. Every recommendation rests on current law and is documented so it holds up under review.

  • Group and holding structure review
  • Founder and shareholder remuneration
  • Tax effect modelling for investments and restructurings
  • Annual planning review before the year end
09

Tax compliance

We prepare and file your returns through ATK's EDI system on a fixed calendar, so nothing depends on memory. Every filing comes with a payment slip and a short summary of what was declared.

  • Monthly VAT returns by the 20th of the following month
  • Payroll tax and pension declarations by the 15th
  • Quarterly corporate income tax advances
  • Annual corporate income tax return by 31 March
10

International taxation

Cross-border activity raises questions about where profit is taxed, which treaty applies and what must be withheld. We advise foreign investors entering Kosovo and Kosovo companies selling abroad, with particular focus on the United Kingdom, the United States, Germany, Switzerland and Austria.

  • Permanent establishment and residence analysis
  • Double tax treaty relief where a treaty exists
  • Transfer pricing documentation for related party transactions
  • Market entry structuring for foreign investors
